Ingredients in pet foods are always listed in order of weight after water has been removed. Because meats are mostly water, once dried, they often reduce to be of lesser weight than vegetables and other nutrients in the food. Therefore, even if meats amount as the most abundant ingredient, they may be listed second based upon their dry weight.
